Integral care structure
In the Caribbean Netherlands, the Expertise Centers Educational Care (EOZ) support students who are at risk of falling behind in education due to learning or behavioral problems. However, a similar care structure for children in daycare and out-of-school care is still lacking. Young children with special care or parenting needs also deserve proper and adequate care. Therefore, BES(t) 4 Kids is working on a legal, integrated care structure for daycare, education, and out-of-school care.
The goal is for daycare and out-of-school care organizations to collaborate with schools and other partners to provide each child with the care they need.
Inclusive childcare
The integral care structure is built on the education care structure already established on the islands. Two key principles apply:
- Daycare and out-of-school care organizations must be able to accommodate and support children with developmental and/or behavioral issues within their own organization (inclusive care);
- Daycare and out-of-school care organizations must be able to access specialized expertise and facilities for children who need them.
Pilot projects
In anticipation of the legislation, agreements have been made since 2020 between the public entities and organizations for daycare, out-of-school care, and education. Public entities can already take temporary measures to support certain groups of children with additional support or care needs.
